For Schools and Districts

What Happens to Your MTSS System When a Key Person Leaves?

The MTSS Implementers' Network + Vault is a one-year professional home for school and district teams who are serious about building MTSS that doesn't depend on one person to keep it running.

One investment. One method to sort a complicated system. Countless benefits.

LEA licenses are available for teams of 6 to 49. For teams of 50 or more, contact us for a custom district invoice.

Heather Millnick Β· MTSS Coordinator

The Real Cost of Fragmented MTSS

Your team is working hard. The system should be making it easier. But it's not.

You already know what the problem looks like. Tier 1 looks different from classroom to classroom. Tier 2 entry and exit criteria depend on who's leading the conversation that week. Data gets collected, reviewed, and documented, but it doesn't reliably change what happens next.

The whole thing depends on one person knowing how everything works. When that person is out, things slip. When that person leaves, things will collapse.

Here is what that actually costs your district:

  • New MTSS coordinators spend the first year catching up instead of moving things forward
  • Data meetings produce decisions that do not hold past the next leadership change
  • Every fall feels like a complete reboot, even when the district/school has done years of work
  • Coaches get pulled into direct intervention teaching because the system can't run on it's own
  • Principals spend time managing breakdowns instead of leading improvement

If you left tomorrow, would your MTSS system survive?

"Being part of the MTSS Implementers' Network has greatly deepened my understanding of using data to drive decisions and has provided valuable tools for organizing and improving the MTSS systems at my school."

Dr. Cheryl Fogg  Β·  Elementary Administrator, Wyoming

This is not a motivation deficit. It's an infrastructure inefficiency. And that's exactly what the MIN + Vault was built to solve.

Why This Keeps Happening

MTSS does not fail because educators are not trying. It fails because the system was never designed to run without a single expert.

Dr. Erin Chaparro presenting at the U.S. Department of Education

When MTSS is built around programs, binders, or individual champions, it becomes fragile by design. The moment the champion moves on, the whole thing wobbles. A new leader arrives, asks what the system is, and gets a different answer from every person in the room.

That is not a morale problem. That is what happens when a system lives in people's heads instead of in shared routines and structures.

After 20 years in this work β€” as a school psychologist, instructional coach, researcher, and former statewide MTSS lead β€” I have seen this pattern in more than 150 schools across more than 70 districts. The districts that make MTSS stick are not the ones with the most resources or the most experienced staff. They are the ones where the whole team is working from the same framework.

That is what I built the MIN + Vault to do. Not to give one person a better understanding of MTSS. To give the whole team a shared system β€” the kind that holds when the principal is out, when the coordinator changes, and when the next initiative arrives.

Dr. Erin A. Chaparro, Founder, MTSS Solutions

The Approach Inside MIN

This is not more PD. It's a shared operating system for your team.

Every template, workshop, and tool inside the MIN + Vault is organized around the proprietary EPIC Method β€” a four-phase implementation framework built for real schools, real teams, real constraints. When your team is uses the same framework, alignment stops depending on reminders and starts showing up in how the work actually runs.

E

Excavate

Get honest about what's actually happening in your system right now. Not what the binder says. What's the real data? We examine the fidelity, the team routines, the gaps β€” without a shame lens. Clarity comes before change.

P

Prioritize

Focus the team on the two or three levers with the highest leverage for students. Do fewer things well. This is where we intentionally choose to de-implement high-burden, low-impact programs.

I

Implement

Plan routines such as data decision rules and meeting structures that run without you in the room. The goal is not to be a busier coordinator. The goal is a system that any capable person can step into and run.

C

Celebrate

Track and communicate what's working. Normalize iteration. Reinforce the routines before moving on to the next thing. Sustainable MTSS is fueled by implementation teams continuously acknowledging the success stories big and small.

When everyone on your team is speaking the same language and using the same routines, you stop spending your cognitive energy on rebuilding every year and start spending it enjoying your teamwork and students' success stories.

Live Workshops at a Glance

Three workshops. One EPIC Method™. A system you can actually use.

Each workshop corresponds to a phase of the EPIC Method and walks your team through applying it using the MTSS Operating Manual. By October, you'll have a prioritized plan your team can run.

August 2026 Workshop 1 Excavate + Prioritize

See Clearly. Focus Wisely.

Most teams start the year without an honest picture of where they are. I'll guide your team through a structured assessment of your current MTSS reality and help you narrow in on the two or three priorities worth your energy this year.

You'll leave with

  • A completed MTSS audit of practices using the Operating Manual
  • A clear set of shared priorities before the year accelerates
September 2026 Workshop 2 Implement

Build Guidelines to Stabilize the Plan.

A plan only works if the team can carry it. I'll walk your team through the decision rules, meeting rhythms, and team protocols that turn August's priorities into consistent practice and reduce the fragility that comes from relying on one person.

You'll leave with

  • Core team routines built directly from the Operating Manual
  • A system that runs with clarity, not just memory
October 2026 Workshop 3 Celebrate

Reinforce Progress. Protect Momentum.

October is earlier than most teams pause to reflect, and that's exactly the point. I'll help your team look at early evidence, name what's holding, and reinforce the practices worth protecting before the year gets harder.

You'll leave with

  • A completed Celebration Planner from the Operating Manual
  • A system that's been tested, adjusted, and reinforced

Between workshops, every participant has full access to the MTSS Operating Manual, the content library, and the member message board.

MIN β€” Section 9 Pricing

LEA License Pricing

One investment. Your whole team. One school year.

A single PD day runs most districts $300 to $500 per person β€” one day of content, no ongoing support.

The MIN + Vault gives every seat-holder a full year of courses, tools, three live workshops, and a practitioner community. Everything stays accessible all year long.

Ten seats. One school year. Less than half the cost of a single PD day per person.

Early bird pricing closes June 27. After that date, individual membership increases to $197 per seat. The LEA license rate stays at $147 β€” because we know POs take time. Lock in your team now and the rate is protected through Last Call. The first live workshop begins in August, followed by sessions in September and October.

Our Commitment to Your District

If it is not usable at your site, I want to know.

District budgets are real. The accountability for how professional development funds are spent is real. I take both seriously.

Here is my commitment: attend the first live workshop with your team. If within one week of that session you feel that nothing inside the MIN + Vault is usable in your specific school context, reach out. I will issue a full refund.

The decision rests with the lead purchaser. If your assessment is that this was not the right fit for your district, I will issue a full refund β€” no partial requests, no seat-by-seat negotiations.

No lengthy process. No justification required. Just a straightforward conversation and a commitment to doing right by your district.

I am confident enough in this work to stand behind it. And I trust that you are the best judge of what your team actually needs.

MIN β€” FAQ Section

Questions worth asking before you buy.

Can we use Title I, Title II, or other federal funds for this?

Many districts have used professional development funds β€” including Title I and Title II β€” to purchase LEA licenses. I can provide documentation of the scope, content hours, and implementation focus of the MIN + Vault to support your purchasing and fund-use reporting process. Reach out and I will get you what you need.

Can we get an invoice for PO processing?

Yes. All LEA license tiers are available via purchase order. Contact me with your seat count and your business office contact, and I will send an invoice directly. I am used to working within district timelines.

How is this different from the PD our district already provides?

Most district professional development is episodic β€” a training day in August, a session in January, maybe a conference in the spring. Content is delivered and then the year moves on.

The MIN + Vault is structured around continuity. Your team has access to tools and resources from day one, three live sessions timed to the actual pressure points of the school calendar, and a message board for questions between sessions.

What if we already have an MTSS coach or district consultant?

The MIN + Vault is designed to work alongside existing coaching structures. Coaches often use the ready-to-use templates, fidelity tools, and workshop content directly with their teams β€” which reduces time spent building materials and frees them up for the actual coaching work. If your district already has coaching support in place, this gives that person a better toolkit and a broader professional community to draw from.

What is the seat minimum for the LEA license?

The LEA license starts at 6 seats. Individual membership is available for a single person at $147 during early bird enrollment or $197 during Last Call. For teams of 50 or more, contact me for custom district pricing.

Not sure how many seats you need? Start with the people doing the active implementation work β€” coordinators, coaches, building leaders, and the administrators who need to understand and support the system.

What happens if someone on our team leaves mid-year?

Seat access is tied to the point of purchase. If you have a staffing change, contact me and I will work with you on transferring that seat. Personnel changes are a reality in schools β€” not an edge case.

When does access begin, and what does the year look like?

Membership access opens July 1, 2026. The full content library, course materials, and member message board are available immediately. The first live workshop is in August, followed by sessions in September and October, with additional resources added throughout the year. Membership runs through June 30, 2027.

What is the refund policy?

Attend the first live workshop with your team. If within one week of that session you feel that nothing inside the MIN + Vault is usable in your school context, contact me for a full refund. Full details are in the guarantee section above.

What if I have a question that is not answered here?

Reach out before you buy. If something about your district's situation feels like it does not fit the standard options β€” seat count, funding source, timing, anything β€” contact me and we will think through it together.
